outer tie rod question

Default outer tie rod question

Hey everyone, I was replacing my outer tie rods and I found a torque spec of around 60 however when I go to tighten it i only get about 30 and it keeps turning (crushing the new joint). In the end it ends up waaaayyy past the cotter pin hole. What is this newb missing?!? Thanks!
