Starting PROBLEM...
This is a 98' GS 300. The car does these odd, no start moments, that make no sense. The starter can be changed, then it functions just fine for lets say a year or two. Then the problem returns. Not too long ago, I was told that the wire wasn't carrying the proper amount of amps. They changed the ends, it's working just fine. A few moments ago, it now won't start.
It's currently not the battery.
Not the neutral safety switch.
So once again, it's beginning to look like I will have to change the starter. This is like the 4th starter in under 3 years.

My problem was that the positive battery cable wires had to be at a certain position for it to work properly. Try moving the positive cables apart from each other. For example, if I try to line the up the cables, I get a low idle (low voltage), radio flickers, and/or
it will not start. The bottom cable gets corroded and weak. It might sound weird but it worked for me.
I'm on my second starter after 291K miles. My first and original starter lasted 10 years/200K miles.
Try this:
Under the red cover positive battery terminal, loosen the nut that is holding both cables together (not the battery cable terminal) but the nut, once you see it, you will know what I mean. Put your key in the ignition with the car off (accessory mode), turn on the radio, then go to the battery area, and position the bottom cable in a position to allow for the accessories to work, you hear the radio turn on and the accessory lights come on.

I'm having starting issues as well, I'll try that this weekend. I was thinking the lead wire that goes to the starter is loosing it's connection. Btw, I replaced the original starter about 8-9 years ago at 147,000 miles...I'm currently at 228,000 miles. So it may be time for a new starter.
OP if you're using a true OEM Lexus starter it should last a long, long time...no need to replace it yearly.

How does the car run once it starts, it cold be a fuel enrichment issue. Engine needs a bit more fuel to start when cold. Same idea when you "choke" a 2 stroke. Could be a fuel filter issue. I say for kicks, check the fuel pressure. I only bring this up since you've already attacked the electric issue.
You could always throw some fuel in the intake the next time it doesn't want to start. If it starts easily, then you know that's your problem.
