Welcome, as far as advice goes I would start by replacing to ball joints and tie rods and then get an alignment. If you have the funds change the motor mounts as well. All of these will give you the biggest feel that you will instantly notice. Next step would be a tune up and the control arms and struts and bushings (depending which ones are bad, need to inspect them).

Any reputable body shop can respray your car, you'll want to do some price checking though. I imagine you'll get price quotes between $1000-5000, so it really depends on how much you want to spend.

We know nothing of the maintenance history of his car... Maybe the previous owner provided him with a ton of receipts showing all these things were completed.
That said, OP, if you don't have maintenance records, it would be a good idea to address these things before worrying about paint. An ugly car you can drive is way better than a pretty car you can't.
