The 01-03 RX steering wheel WILL NOT work with your 98-00 GS airbag. I mean, it will work but it will not fit right. They have different shapes to them. The 01-03 RX airbag is the only single stage airbag with the dual stage (chrome L) look. Once you get the single stage 01-03 RX airbag you can then use a 01-05 GS wheel (dual stage airbag), 02+ SC wheel (dual stage airbag), 02-06 ES wheel (dual stage airbag), or 01-03 RX wheel (single stage airbag w/ dual stage shape). There may be some others I'm missing. So again, if you go with the newer style wheel, you will need the single stage 01-03 RX airbag to work with your single stage GS400. The wheel is up to you though.
P.S. I have had 5 different wheels & airbags on my 98 GS400. Also, there is a way to wire a dual stage airbag into a single. Search the SC3/4 section if you feel comfortable doing it.
