Default Headlight Adjustment Question...

Well.....
Heres the deal.

I adjust the headlights in my garage with the car on and lights on until the "bubble" is in the zero section of the level (about 2 feet away from the wall). Then I pull out of the garage and onto a flat road, I check the level again and it seems the headlights are aimed WAY up high again.

Is this normal?
What am I doing wrong?
Where is the bubble supposed to be?

I think it's best imo to go onto a empty road at night and adjust the beam to where you like it...

Ignore the bubbles. The best way is trial and error on a garage door or wall, then test it on the road.

Is there a certain distance away from the wall you are supposed to be?
