Panic Time
I purchased a 2002 base GS last November. All has been well. Recently purchased a new battery. Today I insert the key in the ignition, the steering wheel goes to its programmed position, but I'm unable to rotate the key at all. The fob will unlock the doors, open the trunk and set off the panic alarm, so apparently the battery within in it is not dead. Does the fob not communicate if its battery is somewhat weak?

Is your steering wheel locked?
If so, just turn it a little while you turn the key.
The immobilizer has nothing to do with being able to turn the key, it only prevents the car from starting without the chip present.

Just prior to your reply I gave it another (4th) try and it turned and started. This time, like previous times there were a few beeps to be heard. After reading your question, I checked the steering wheel and it was not locked, and this time no beeps and it turned to the start position immediately. I just love intermittents.
Once you were able to turn the key, you would have unlocked the steering wheel, and have no way to check it afterwards. If this ever happens again, try turning the wheel to the left then try the key and it should release the pressure that’s binding it up, and let u you start the car.
Yea. This is at the very least a Toyota Feature. I found that out back in 86 when I bought a brand new MR2. There a couple of times I thought I was going to break the key trying to get the switch to turn. And the dealer said that if I turn the wheel (and it's just a tiny tiny bit, it will unlock. Never had the issue again after.
