Default Los Angeles power steering programming

I want my ISC power steering auto going up and down to stop

is dealer only option or can an independent do it?

Any recommendations?

Is there a way to use an OBD to change these settings?
Can't figure out how to make my steering wheel not retract when I turn off the engine

I thought you neeed tech stream to do it
