They're painted plastic, they still don't feel cheap. In fact the one in the S560 opens all the way in a very slick damped motion
So slick....I wish they all did that honestly lol!
I actually hate the tethers because they can get in the way of putting the cap on the holder and I want it to "lay" the same way every time. Other "problem" is that I like to follow the fuel nozzle in and out with a cap under it as a tray and the tether sometimes gets annoying.
The only car I've ever had that didn't have a holder is my truck, all the others do and I like using them.

I like the system GM and Ford uses (and maybe some other automakers) that eliminates the gas cap altogether. Just open the door and push the nozzle in past a spring-loaded valve that snaps back shut again after you pull the nozzle out....no tethers to break or loose caps to leave lying around or forget. The only problem is that the filler-doors don't lock or have an inside release-button....the push-release is on the door itself. That may (?) be a cost-cutting issue. Fortunately, however, I have never had gas siphoned out of my tank.

but is the feeling of it. Some of them are really cheap. Plastic. And then another thing I don’t like is when the door is a circle rather than a square or rectangle.
I also don’t like the plastic gas cover door and you wouldn’t like my GTR, it has a plastic cover and a round door. The only reason I don’t love it is because the paint doesn’t match. On my black GTR is isn’t really noticeable but on my old white one it was.

I dislike those because an EVAP leak becomes a fuel neck replacement and has drips everywhere.

I just don’t like all the plastic of the cap less designs. They feel cheap are are cheap.
Things can happen to any setup, but thats not a common issue. Remember I post on forums for vehicles that have these capless fillers and its just not a common issue at all even on older cars.
