i don't think its about cost as much as its about Elon's desire for total minimalism...which is what I said, change for the sake of change's sake not because a new design is superior.

It is 100% about cost cutting. But…minimalism is a secondary benefit (style)

He is no angel and nothing special. It’s about money. Look at the original S and the new S. Lots of stuff were cut out for the refresh. Nothing wrong with that as every manufacturer does it. And if he didn’t cut out costs, he would be an idiot. Just look at something like height adjustable seat belts and the door courtesy lighting. Or the colour palettes that use a more simplified combination of colours.

There are other pretty risque, even vulgar commands, but I do not consider them appropriate to repeat. Elon has a whack sense of humor. One has to do with the fan blowing air...

There is a seat icon on the bottom of the screen; you tap it to set level. See the pic below. The menu is configurable, of course.
For the most control, you go to the climate screen, but I just use voice commands. I don't mess with the screen while driving.
You can also do it on your cell phone app.

Yes.
1 - Press right steering wheel button to enable VC.
2 - Issue command.

What's kinda funny to me, and this is just my opinion, is, Lexus is a Japanese company, yet an American company, Tesla, employs the classic Japanese minimalist design... Less is more.

So basically the passenger is out of luck her/himself. And s/he would have to press a button. Will the VC control both seats? I hope it leaves your seat alone.

VC is always two step process. You either press a button or call it to wake it up. In some "less advanced" cars you actually don't have to press a button to activate it. It also allows you to record your own phrase so it will recognize its owner. It also knows if it's coming from the passenger and the passenger does not have to press a button. But please don't get me wrong. I'm not arguing for VC.
