They are taking a repair that would cost $150-$300 and making it a $1000 repair easy.
That's why I specifically mentioned I can't speak for the NY law. In California our situation is different than yours because they are not going after enthusiasts, they are going after people who disturb the peace and are a danger to themselves and others. An enthusiast doesn't race or start doing side shows in normally quiet neighborhoods, causing property destruction, crashing into parked cars, shootings and just general mayhem

Nothing is louder than these idiots on Motorcycles that like to do full speed fly by's. It's so loud it actually can hurt my ears and really pisses me off. I've never heard a car's exhaust as loud as some of the modified Harley's around here. It's ridiculous and enraging.

What part of CA are you located? The Harey's with modified exhaust are annoyingly loud and can really hurt your ears, but they don't drive around neighborhoods late at night tearing up the roads and the peace

I wish they spent this much energy in NY to fix the potholes which I guarantee cause more disturbances then exhaust noise.
East coast doesn't have much space, everything is really tight so it's not like other areas where noise isn't as much of an issue. Where I am there is no way you can hear anything from outside a subdivision but our places are quite far off the road.

There are tons of neighborhoods in NYC with above ground subway lines, Harley exhaust is nothing compared to these. I believe noise is #1 QOL complaint in NYC.

All you have to do is Google Illegal side shows and illegal racing in California. They do them on main streets, freeways, and neighborhoods. I can send you pictures of fresh tire tracks and torn up road near my house. Sometimes there are multiple side shows going on at the same time with hundreds of people in attendance. Police can't be everywhere at once and it's a safety issue for them as well because many times there are drugs, alcohol and weapons involved.

As far as the NY law, not allowing people to install non-OE exhausts is a step too far

Those events are amazing, and not in a good way. I thought they had to be staged somehow, we never ever get that crazy around here. Not even close

I got caught in one for almost an hour. I couldn't go forward or back. You are breathing in tire smoke, people are throwing fireworks and some even shooting guns in the air. There were so many people there that the cops have to wait for them to start breaking up before they even move in, and they mostly just take pics of people and license plates so they can come after them later

This is true, but it will reduce the number of offending vehicles on the road even if it doesn't eliminate them.

I'm not subject to any inspections or emissions so if it does pass I "should" be excluded. I live within a mile of 495 and it can be loud with some of the cars but it's mostly motorcycles in the summer but not enough to disturb me.
Its not MD the state, its Montgomery County. I'm sure there will be exceptions for street rods etc.

Believe it. Not that close to any main road either, but sound really travels at night. There are also many residential neighborhoods that are way closer to those main roads and have a much bigger problem than I do.

And the police cannot currently do anything significant because the exhausts are not illegal, they can issue noise ordinance tickets but thats about it. Once they are made illegal the police can do something about it.

Here are some articles about it:

We have a ghost gun problem here where criminal gangs are using 3D printers to manufacturer, sale and distribute illegal weapons. There have been more shootings here in the last two years then the previous 5. They recently busted a ghost gun maker, they recovered a lot of guns and cash. And that wasn't even the tip of the iceberg. I tell my 18 year old not to get into arguments with anyone, especially while driving

who is 'we' here? state of VA? a lobbying group you're involved with?

The all OEM exhaust is just the easiest way to handle it, just don't allow any aftermarket exhausts at all.
it may be easy, but it's lazy legislation, and it won't really fix the problem. what about harleys? or tons of OEM sporty car exhausts? i recently drove my LC500 out the back of my development onto a VERY quiet road and then blasted up that road around back of the development. a friend and neighbor who wasn't upset or anything, told me he could hear it pretty clearly. i think it was his friendly comment to make me aware.

banning all non-oem exhausts is just stupid. many of those exhausts aren't loud at all, they're more about cosmetics and tone. when i had my miata i put a different exhaust on it because i liked the tone and the tips, but it certainly wasn't loud.

In Fairfax County, VA, where I live, Police themselves, as apart of the force, ride loud Harleys. Both they, and the County Government, look the other way and are hesitant to take any action against the local Harley dealership for County Noise-Ordinance violations. It would be like biting the hand that feeds them....that shop maintains/repairs and services the Police bikes.

That's true a few of my LEO friends have motorcycles. Speaking of FFX county a friend of mine got a brand new WRX STI a few years ago and got pulled over and cited for exhaust after leaving the dealership. The officer didn't believe it was OEM he actually had to go to court with dealer paperwork to prove it was.

Back to the NY law the strict OEM will be tough especially if you get an exhaust from Midas or other non-OEM ones that meet specs.
