you usually have to send away to the state dmv for it. there are forms on the state site to fill out to recieve another one. i lost one for one of my cars and i think it was $40 bucks to get another mailed out to me.
I've bought cars without a title before. This is as long as the vehicle is registered in their name and they can show you some other proof that they own it. I dont know about Oregon but in California, you can just fill out a REG 282 which is a vehicle/vessel transfer form (bill of sale). You should not have any issues.

I've been in this position as a buyer and a seller in CA. When I bought the car it was a major headache because the previous owner never finished the paperwork so the title was still under the previous previous owner, so I had to send a bunch of crap via certified mail so they could sign the forms to release interest. I guess that address was invalid as it was returned to me a month later, went missing for two weeks, then showed up in my mailbox one random sunny day.
I then sold this car recently without the title because I left it at home and I was selling the car at school. It's been a week and the buyer hasn't called cursing me out, at least not yet.
I don't recommend it, they should apply for a duplicate title if they are serious about selling the car.
