Those are aftermarket bumpers, I have no idea what use they would be for except cooling...

That is the CSL bumper, most likely it is a replica. It is either used for an offset foglight or intake.

Like was said, it's a CSL bumper which has the hole in it for intake purposes. Here is the engine bay so you can see where it's going...

Not sure that is going to do all that much, really needs an extension between the intake and that hole. Kind of reminds me of the stock RX300 setup with most of the air going through the hole on the driver's side bumper and eventually getting to this point in blue (the opening of a long tube that leads to the airbox).

The 1st gen SCs had a pretty awful design as well. It was a very large airbox but a small narrow snorkel that attached to it. The SC owners know it very well. And also a large intake cutout in the bumper but only a small corner of it used for the intake.

For a competition model like the CSL I would expect it to have a much better air intake, I'd like to see more pictures of it.

Correct, the Euro only CSL, that was for the intake.

Not really... if you look at the where the hood closes, it has the typical 3 series air router that comes through the BMW grille. I'm sure that it gets plenty of air from that on top of the hole in the bottom. But, when you are trying to feed 6 ITB's... you could use as much air as possible.

Kind of like this aftermarket upgrade for the standard M3.

It's hard to see in that first photo, it just looks like a gap there.

yeah i thought it's pretty commonly known already. csl bumper, no fogs to reduce weight, and that hole to take in cold air for the intake. the bumper design is a bit different from the normal m3 bumpers too

Dinan has dual intake holes for E39 M5 too. But they are installed on the lower bumper mesh.

ive always fashioned random offset holes and intakes and scoops for Rally cars. when the CSL came out i was like wtf? why ruin a nice front end with a hole. that would be sick if there was a tube that lead from that hole into the engine for air, but its just an opening to get air near the intake and then to cool the engine. haans and freid saw something useful in making that, so that's why its there haha.
