Probably makes crazy power. But its ugly as hell doing it. I'm imagining a lot of debris getting into those turbos and killing that engine.

Couldn't they have used air vents on top instead of those nasty bulges?
It looks like it using a slightly ram air conecpt (apart from the debris getting in there without an air filter as magneto mentioned).
It would have been better if they wanted to do this to situate the turbos slightly lower, use air vents with ducts that can better channel the air in and serve as a quasi-air box. This system probably results in a loss of power potential from what it could be with air damming up in front. I had the same issues in designing the ram air system in my RX300.
