go w/ the caddy... the resale value after a few years will probably be similar to the GTO. Plus i'm gathering you wont be spending too much on the car already where as the GTO you'll have car payments and *****Ty Pontiac reliability.
I agree with Philip. It depends on your personality.....and the amount of risk you want to take, though you say you know the Caddy's history.
Neither car is likely to be very reliable...especially an 11-12-year old Cadillac. True, it is low-mileage, but after this long, you still are probably looking at least at repacing all the belts and hoses....and other rubber parts that wear out with age. The Caddy, of course, is more luxurious but the Goat actually has better fit-and-finish...a traditional 90's-vintage Cadillac weak point. The Caddy, being automatic, better insulated, softly-sprung and softly-tired, would no doubt be a better and more comfortable daily driver, especially in heavy traffic....but its large size is unwieldy in tight spaces. The Goat, like many traditional-style American muscle-cars, has a heavy and tiring clutch....a real PITA in traffic.
I like both cars to an extent and would be hard-pressed to make a choice myself. I like the GTO's power ( though I rarely use it ) and its connection to the muscle cars I grew up with, but I like the DeVille's ride even more.....and IT also has a connection to some of the luxury cars I grew up with.
If weather and traction is a factor, the front-drive DeVille wins hands-down....the Goat, with high-performance tires, a lot of power, and rear-drive, would be a disaster on slippery roads.
If you often take long trips, also get the Caddy. It is a superb Interstate cruiser.
Don't get the Cadillac...I don't care how low the mileage is, those cars are junk. AND because it's a Caddy the repairs on stuff like the auto-leveling suspension are PRICEY. Seriously - check the reliability of a mid-90s cadillac...NOT good.
Not sure how you could end up with two totally opposite choices... but I digress..
I'd honestly rather drive a 2000 Civic or something instead of the Caddy... that thing rides like a boat.
I'd only go with the GTO if you were getting a hell of a deal. They are decent cars but I don't think much of their appearance. I have a buddy who has one w/ a cam, full exhaust, computer reprogram and it's pulling high 12s...and that's with the 5.7L engine and 18" wheels.
Another thing - you're asking a bunch of Lexus owners to vote on 2 American cars??
If you want a decent car for cheap just get a high mileage Lexus! I picked up my '99 LS400 w/ 115k miles (full service history) for $13.5k last month... payments are nothing and it drives like new.

two opposites, but the only two 'good deals' out right now for me.
I've had two lexus cars.
The only Lexus I am intersted in right now is an LS - but new.
I heard the GTO was designed by a European company... can't think of the name right now... but it was supposed to be one of the best Pontiacs ever. Neither are realy my type of car, though.

American GTO= Australian Holden Monaro.
SPwolf- GTO has the Vette's motor and the performance is a bit behind. It's also about $10k cheaper.
Trust me. Once you drive that car you will want one too. 400 horses, v8 rumble, all the right noises, great brakes, great seats, launches like a bat out of hell, burnouts at every traffic light with to ns of smoke
