I think I can get away with blasting the horn more in NJ. NYC has noise laws, mostly for the people that don't let up. Like laying on the horn is going to make the traffic suddenly disappear. Duh! Fines are pretty steep. Doesn't stop them though.

If you have been to another country try to notice how the horn is use in cars. In Porto Alegre, a big city in Brasil, I was sitting on traffic. When the light turn green, within 1/2 millisecond everybody blows their horn! What? Yes everybody blows the horn like 3 to 5 times. It is the way they drive over there.

Not really a big fan of horn use in North America. A horn is meant to give other drivers additional awareness or caution of your position. Too many people in NA use it as an emotional outburst instead.
It's not really much different than walking down a busy sidewalk swearing loudly at everyone that gets in your way or causes you to shift your path unexpectedly or otherwise delay you, except of course it's more socially acceptable to vent off the curb instead of on.
If anyone has been to Shanghai, you'll know its impossible there to give other drivers an auditory middle finger because they are constantly using their horns for positional alerts. Even the most mellow driver is going to use his horn there 5 to 15 times during a average drive. Their traffic is total chaos and crazy, but everyone accepts it as normal. They don't get angry and need to vent because they get cut off, happens 20 times a day. 1 horn = "I'm squeezing by with 1 inch of clearance, stay steady. 2 horn = "I'm passing in an area that will likely require me to cut you off during the pass, sorry". 3 or more horns = "I'm entering a intersection filled with 200 crossing scooters, please scatter about so I can cut through the middle of the pack.
They have 5X the chaos but we manage to have 5X the anger. We should mandate a new horn that just announces pleasantly, "your actions have caused me some distress, please on your next voyage do take additional efforts to be more sensitive to my feelings, thank you and have a pleasant remainder of your day fellow driver".

Everyone suggesting a train horn is right but you don't want anything too big or ridiculous. Something low end should do the trick. I recommend the Habanero 100psi Train Horn Kit
