Its a little different for 95-00. The sub cover and the tail light housing are two seperate pieces. The tail light housing can be pulled out, there are no screws holding it.

Here is a photo of the rear window brake light housing on my 2000 LS400. Be careful to not break the three little red tabs on either side.

Thanks for the input guys. Lexozz was right on the mark and Kansas the photo was very helpful. I found that it helped to press down on the parcel shelf and then get my fingers under the plastic housing. It was then easy to pull up and out.
