Currently I am with stock 18 all around. I am strongly considering 245 45 19" all around. Lexus advises not to do that as it will throw off both speedometer and GPS. I'm not an aggressive driver and was only going to 19s with new custom wheels and little better look. I really don't want to screw up anything else. Perhaps I should stick with stock config. Any advice here will be helpful.

That's a 'fat' setup. Check rom's fitment guide for a closer match in size, in which case you won't be too far off with your speedo. Not sure how it throws off your GPS as a satellite monitors where your car is and has nothing to do with wheel/tire size. If you do go to 19's, make sure you order more aggressive offsets than stock so it fills your wheel-wells better, thus giving you the 'look' you want to achieve. GL.
If you go to 19's you shouldn't keep the 45 profile tires. You'll need to go to a lower profile. The profile you go down to depends on the width of the tires you go with.
For example a 255-35 series - 19 inch tire will be the same as stock and won't effect your speedo (or maybe less than 1mph). A 275 width - 30 series 19 inch will also give you the same overall height as stock. If you want to stay with 245 width you'll probably need a 40 series. There are tire calculators online that you can use to figure it out.
I would probably try to stay with 255 - 35 series if you are trying to keep all the tire the same width so you can rotate them. I think most people on here go with a staggered setup (different sizes for front and rear).
The wheels you buy will effect what you can use too. Each wheel has a different offset. There is a sticky here about wheels that will tell you what offsets and tire sizes that will work for the sc430.
Buying wheels and tires takes a lot of research and time. Be patient.
Romni, I bought 5mm h and r spacers for my front wheels. Is there a proper way to get them to center. They shake like a bad balance even though I've had the tires balance a few times.
The 5mm spacers do not allow for the wheel centering hub to work properly since they do not have a built in lip.
I was thinking of getting the 10mm spacer that has the lip built onto the spacer instead. What do you think?
My steering wheel does get pulled quite easily from road deformities with the 5mm spacer and 19X9.5in wheels with 255X35X19 tires. Will this get worse when going wider (less offset)? When I put the stock wheels without the spacer on for winter there was no pull.
I'm also thinking about buying a spacer for the rear. Any suggestions on how big it should be? I have 19X9.5in wheels with 275X30X19 tires on the rear. I would like the wheels to be as close to flush as possible without having to modify the fenders.

i unfortunally cant show pics until its done. part of the sponsorship, but i am trying to purchase wheels now so they can be made by completion. i am simply extending the kit OUTWARDS, so i just need the wheels to sit under the car but increase the lip. make sense? any help is appreciated.

front is stretched by 3" on each side.
back is stretched by 4.5 inches on each side
i need offset for 20x10 in the front and 20x12 in the rear
3 piece wheels.
any help on offset and tire size is appreciated

Can't you find some local wheel experts to do the actual measurements?
I will pay someone to measure it if I can get the wheels for free.
For the record, this is only the mathematical setup caculated by me.
I have no idea if it is doable or correct.
