Default cupping tire question

Hey all,

I have a 99 GS400 and since the purchased in '99 I've had the vibrations issue. It seems that balance would help some but then return.

Anyways, this time when I went to Lexus I stated this is the x amount of time you've performed a balance. I also state that when breaking hard ( 80mph to lower speed ) that my steering wheel shakes. I pick up the car and he( manager ) comes out. He tells me the vibration and the steering wheel vibration coming from a fast break has to do from my front 2 tires, their cupped and choppy. I ask him what does that mean and inform him the Dunlop 9000, 17in. are a year old w/ 20K miles on it. they are rated double the OEM ( Bridgestone ) and that I purchased them at TireRack. The manager states he has to talk it over w/ the tech that had concluded my tires are choppy and need replacement @ ~$320/tire. BTW, I bought them for under $200/tire.

What do you guys think and what does it mean, cupped, choppy?
IMO, they look good to me and they have about another 10K. left on the tread.
