any mechanic that suggests any rear suspension/brake component when a symptom of steering wheel shake is stated, i would certainly never leat NEAR my car.
Likely he's trying to sell you something. Your problem probably comes from the steering rack bushings, or the rack itself (may need to be tightened a hair). There are threads all over the place for this exact issue, do a search and look around.

also could be rim/tire thing.
with my 19" rims my car was smooth. when i put on the 17" rims i got with the car, i would get vibration at 55 mph.. n when i stop the car+wheel would shake violently.
maybe get your wheels balanced again.
