Brake Rotors - Steering Vibrations
Will warped rotors cause steering vibrations even WITHOUT steping on the brakes.
At 70 mph, when I step on the brakes, the steering vibrates strongly side to side; in fact the whole car vibrates. I guess my rotors are warped. However even if I do not step on the brakes the steering and car still has vibrations.
Tire balance is good (did the Hunter 9700 test), did my alignment again and the guy said that all the bushings were tight (car has 194K !!!! ) so there it is either the brakes or transmission mount.

Since you note the strong vibration from the steering wheel when braking, I would definitely get the rotors replaced ASAP. This may or may not eliminate the vibration part when you are not braking, but you must get the rotor job done first before anything else.
It sounds like you car has two problems.
1. When you are driving and don't step on the brake, the car vibrates, most likely you need to change the tires.
2. When you step on the brake, the car vibrates, if you feel the steering wheel vibrates and the brake pedal pumps, you need to replace the front two rotors.
