eg:i found a long, fairly straight section of road where you can safely
travel about 35 MPH. Select a gear which is about halfway to redline. Drag
your brake (do the front and rear separately) as you apply throttle. Keep
doing this until you feel the brakes start to fade. You'll probably smell
them about this time too.
That's pretty similar to what I do, but I do it on an open freeway where I can go about 65 mph and I do it in a couple of stages, not just one run. The most important part (besides getting the brakes hot) is to have plenty of time and distance to allow the brakes to cool before coming to a full stop. The very last thing you want to do is come to a complete stop with hot brakes.

Got the new pads from the dealer, but current rotors just cut down a bit from 29.5mm to 28.5mm Dealer says 27mm is the minimum allowed before required replacement. Dealer says I don't need to do the 60mph to 5mph 10 consecutive stops, but do you guys still recommend it?

All brake rotors will look like this, as has been said earlier. They are only perfectly smooth when new. Unless the grooves are really deep which indicates something got between the pad and the rotor, they are really going to be ok. Hitting the brakes hard, has nothing to do with this. Some rotors are grooved more than others. I have 4 different vehicles here and they all have different aspects of grooving in them.
It used to be, when you did a brake job, they put the rotors in a lathe and smoothed out all the grooves so that the new pads would start on a smooth surface and bed in together correctly. I guess if the dealer wants to GIVE you free new rotors, take them, but I dont see how this would happen, unless your rotors, caliper piston, or pads are defective.
