After being able to see what you're seeing from your phone camera picture, and more investigation, that error message is coming from the WYSIWYG (What You See Is What You Get) editor and is due to a recent change with the editor and how draft messages are stored. The issue occurring depends on certain variables (draft messages stored, browsing activity and infinite scroll usage) and the team is working to apply a patch fix in the near term.
So it not on my end? Is there anyway I can clear what ever is being stored?

Yes and no. The error is due to your browser's local storage being full for the site, which is a combination of factors specific to the member (their browsing history and usage as well as infinite scroll usage). It appears Edge limits the amount of data a site can store, so it appears there is no workaround available on your side. Right now, there isn't much you can do yourself. You might try turning off Infinite scroll for the site (UserCP - Edit Options) and then clearing the cache again but the issue may return. This is especially true if you type a large reply but don't post it (draft).
Regardless, the team is aware of the issue and is working to apply a fix on the site side.
We're sorry that this dragged on, but this was in part due to not having a screen capture/picture that was requested so that we could see exactly what you were seeing. Based on your initial description, it appeared to me to possibly be a "bad ad" or a browser issue. After you was able to submit a picture, it was much easier to determine the problem.
Ok I did that and the red bar are still there as I type this.

Clearing the local storage itself is an involved process. Regardless, as I said, it would likely return anyway due to usage habits until the fix is applied to the editor by the team. Right now, I don't have an ET of when a fix will be made, tested and then released.
My suggestion would be to continue with the issue until the editor is fixed or try a new browser. However, the new browser may display the issue as well if you type a lot of drafts.
A temporary patch was installed over the holidays. Although the error message may continue to be present due to the aforementioned reasons that I previously stated, it should not interfere with the usage of the WYSIWYG editor.
A more, deeper, patch will be installed later down the line as a larger overhaul.
