Default Headlight manual adjustment not working

So my headlights aim is too high, the cut-off line actually slopes upward. I did a search and found a way to adjust the headlight manually as shown in the picture below (thanks to talwang). However, it didn't work for me. I tried adjusting with the engine on and off, no result. Any other suggestion?

if you use a screwdriver, there are quite a few turns before you can see a movement. Start the engine while you are doing the adjutment.

The cutoff line is supposed to slope upward to the right, so your headlight won't blind the oncoming traffic.

Thanks for the tip, I will try again. The cutoff lines I was talking about are the side lines, not the front.

That was exactly what I meant, it is normal the cutoff is flat and then steps up to the right side unless you are talking about something else.
No matter how high/low you adjust the headlight , cutoff line remains the same.
That is, you will feel your right-side is shooting farther than front and left-side.

the cutoff line from sc430 headlight projectors would look similar to this.
It could be straight if and only if you are skillful enough to modify the cutoff shield in the hid projector.

My cutoff line looks similar (__,--) but if my car was used in the picture, the line would be closer to the top of that yellow door.
