Default SC400 headlight bulb replacement

1997 SC400 - I have a bulb (see picture) burned out next to the main bulb (low beam 9006). How do you remove this bulb in order to replace it? The air filter assembly is making this area difficult to work in. I attempted to move air filter by removing the 3 hex bolts that appeared to be securing it however I wasn't able to move it out of the way enough to get to the bulb. Anyone have a suggestion or detailed instructions? What type of bulb is this?

It is very tight and you can get hold of the socket and make a quarter turn to take the tube holder out to change the bulb.
If you have large hands better to just take out the air filter box or battery to gain more access.
The bulb is 168.

Thanks! I removed the bolts but did not take out the air filter housing - this gave me just enough extra room to be able to remove the bulb.

I find it useful to use a long flat head screw driver to press on one side of the socket while pulling on the other with my finger tips, being too tight of a space to get a secure enough grip to turn it with one hand.

thanks all for your help. So I've been driving on the tire for 2 years and it started to show dry rot...So I had to replace it with another tire; same issue with the Hex Bolts different tire shop. Is there any place that might be able to remove the HEX screws...Now 2 (versus 1) are stripped and 2 won't budge....I'll oil them as suggested but I'm trying to think how to get them loose so I can balance (or does balancing a tire on the rear not matter?). It's a 2003 with 107K miles on it....
