Default CEL code 31 and 78

I need some help diagnosing these two issues with my car. 92 SC3 5-speed.
Background info;
I bought the car in no running condition with 170,000 miles. I replaced the Head and valve train, new TT head gasket (it's Na for now), arp head studs, new ignitor, distributor, plugs, wires, water pump, fuel pump, injectors, hks cam gears, obx header, new O2 sensors, new pulleys, new radiator, new thermostat, is300 fans, etc probably forgetting something else..
Started the car, set the timing, burped the cooling system, and started driving around the neighborhood when it started lunging and died. I was barely able to get it started again and was only able to do so with my foot on the gas. Now that it is back in my garage, it will not start. The CEL is on and gives me codes 31 and 78
Im not really sure what code 31 is, so if you all could help shed some light on it and what could cause it that would be great because I am finding mixed info on that exact code. "Air flow meter signal" is one that i found more often than not, would that be referring to the MAF sensor?
Code 78 is (I believe, from what I have found on the net) Fuel Pump control circuit Fault - could this be caused by the 12V Mod? How do I fix this.
