Help, No climate control

Help, No climate control
I have searched. Let me start by saying that. I have a confirmed working Climate control unit, i checked the cig lighter no coins plus it is working, I've checked the radio fuse and dome fuse both are in working order. Still climate control.
Multimeter says the my accessory power source for the Climate control is only at 5-6Vs its suppose to read battery voltage. Which is around 11.5Vs currently. So im lost right now. im new to this chassis so im not clear on where the main harness runs on which wires to look for. Everything points to the radio fuse currently but the fuse looks great not blown.
I'm contemplating just bypassing the fuse and running my own Custom relay&equal size fuse to power both the AC and radio if it also does not work when it gets here. I would like to stay close to OEM as possible but even with the Service manual i cannot find whats going on with this climate control.

No such thing as just 2 fuses. Check every one of them, they are integrated across the platform. One of the 2 fuses you are checking is illumination and has nothing to do with power.

The way they did it, there are several crossover fuses that control power to the system because they ran the power through the modules. Example: Remove the climate control and your hazards and turn signals stop working. Therefore; the same fuse for the hazards/turns can blow and take out a number of your climate features. The 6 volts you are reading is an illumination voltage ran through the dimmer switch.

I appreciate your help on this.
unfortunately i checked every single fuse i could find on the car all of them are good. Seriously every single fuse. Now here is what is awkward when i cut the car off the Blower motor turns on until i open the door.

Every single fuse i could find i pulled and checked. i actually completely pulled the dash checked all connectors i could find. All good. My interior was a rainbow of all colors offered by lexus and missing panels.
Yes it is. The PO put coilovers on the car and did not pay attention to the harness location. I've spent the past 2 days relocating the harness and checking the wiring on the main harness. Fortunately none of the wires in the harness were damaged.
Before i do a custom wiring job to get the accessory power working i to try everything i can. Every thread i have found with similar problems as mine never post a solution, im hoping somebody has one.
Run down again, ALL fuses good, both in the kick panel and engine bay. Climate control unit does not turn on, no outside temperature, HVAC blower motor does cut on at complete random when i shut the car down until i open the door. Multi meter says Pin A10-6(this is the furthers left connector, first pin on the very top left of connector) on the back of the climate control is putting out lower than needed voltage to turn the unit on. Is there any other thing that dictates voltage to the Climate control?

Edit: Just hooked up a brand new headunit, and it is getting no power aswell, no accessory or Battery voltage. For now im going to run a fused power wire directly from the battery to the back of the A/C and headunit. Im thinking a 30amp fuse should be good enough for the both of them to run off of. the turn on wire will be run off the cig lighter which is still working, funnily enough.

Update i Bypassed all the stock wires for power and ground to both the radio and Climate control and now they are all working. If anybody is interested or needs help i will do a write up i will continue to search for what caused the stock wiring to go out but for now i have climate control and i have a radio. Now to wire up my amp.

And just when i think im clear into the blue another issue, the cliamte control and blower motor are now working, Great, but no heat.
atleast this will be easier to deal with either, low coolant, heater valve or heater core itself.
