Thumbs down window problem

I posted this problem last week, but now I have more information. After having my windows tinted the passanger side window doesn't work. I had to wait a few days to try it so as not to damage the tint. When you press the botton for the window you can hear the motor but there is no movement in the window. It seems like something is blocking the path. The window was fine prior to this, of course the guy who tinted the windows denies having anything to due with the problem. If anyone has any ideas what could be causing the window to stay in one position I would appreciate any advice.

So I assume the window is all the way up and it won't go down? And the driver's window works fine? I know the glass fits very tightly against the rubber seal when it is clear up - I wonder if the tint film has adhered to the seal? Was the tint film applied clear to the top edge of the glass? I have seen some tints where the very upper edge of the glass is clear because of the tight fit when the window is all the way up.

I believed the regulator controls the movement of the window up or down. Correct me if I am wrong.
