Default Blown ECU caps

Can anyone point me in the right direction? I just put in a rebuilt ecu into my 96 sc400 about 2 months ago and it blew the 10v capacitor near the bottom of the ecu. If it helps there are 2 10v caps beside each other. The left capacitor leaked and thats what happened to my old ecu. Im trying to figure out what circuit those capacitors regulate so i can start trying to find where my over voltage is coming from. Also what pin is it on the harness for that circuit? I know the cam sensors use some sort of magnetic connection to move the signal to the ecu but what about the crank sensor does that operate the same as the cam sensors or is there a constant voltage going to that sensor and if there is what amount of voltage goes to that sensor? Ive been trying to track down this electrical gremlin for about 6 months now and cant get it figured out. I have a new wiring harness and another ecu but i dont want to replace those and still have that gremlin there and short that harness and ecu out. Any help will be greatly appreciated. My whole issue is the car will not go over 3k rpms idles rough when hot or cold to the point of stalling out unless i have the ac on which i know is because of load on engine. The car runs alright to the point where i can drive it and get it up to highways speeds without too much of an issue but the car is running limp mode. replaced a lot of things already to try and fix but havent fixed the issue. Now just need to try and trace that specific circuit and find where the volts are coming from. Any assistance is greatly appreaciated. Sorry for the legnth
