Default SC300 Muffler exhaust outlet diameter

Hi,
I've been reading many threads on exhaust diameters but I'm not quite certain whether the diameter of the outlet pipe off of the OEM muffler matches the figures I have seen.
I am trying to determine what the diameter is of this point of the muffler outlet pipe is, just before the OEM tips:

Is it 2.25" like the rest of the pipe before the mufflers on the SC300? I am looking to cut the tips off and have a new tip welded on. Is this where the cut is usually made?
Also, what material is it? Mild steel?

i have a 98 SC400 mine came with 2.25 tubing when i changed the tips. not sure if other models will be different based on different engines.

and the cut is in the exact place you marked in the picture.

if you dont care about the old tips, id cut as close to the weld as possible towards the tips, so the welder has more room to melt metal together as it shrinks.
this is what the guy did when he installed my tips.
