Default Loud Power Steering pump!!!!

Hey guys I recently replaced my power steering pump because I was having issues with turning the car at certain times original pump never made noise but I thought it was the culprat for the steering issue come to find out I had leaking boots on the rack so I replaced it as well.

After changing the rack problem solved however ever since I changed the pump its been super loud especially on start up in the mornig when its cold sounds like a turbo spooling up haha so I took it back to napa and got another one because its free with the warranty I flushed the fluid multiple times at this point and put the new pump on and still super loud could I just be getting bad remanfactured pumps or could it be something else.

Thinking about getting another one from NAPA maybe 3rd time is the charm.

What do you guys think even wondering if I'd be better off getting a used oem one from the junk yard because I never had any loud noise from the oem pump.

If there's air in the system, its' going to squeal.
Are you properly bleeding the system after installing a new pump?

No air bubbles or loss of fluid from what I can see. Bleed system with wherrie wheels jacked up and turning to lock out left and right till no more bubbles.
