my rear passenger wheel stucks out on the top i think replacing this part will fix it

That's your brake line hose etc, but that may not be your problem though
To better understand take a pic of your wheels and post

Maybe I'm not understanding whats wrong here but yes, #13 is the actual brake line. If you're saying your wheel sticks out then no, the brake line has nothing to do with it. Your diagram is the rear hub assembly, you would need to look at the upper control arm.
