Default accelerator pedal sticking

hey guys, im having a recurring problem with my accelerator pedal sticking only when coming to complete stops. my car is a 96 sc300 with 141k and i have been noticing it for the past 1000 miles or so. it is an intermittent problem that occurs when i come to a complete stop and sit, such as a stop light. when i take my foot off the brake and lightly step on the gas, like a conservitive driver would, the pedal wont move. even if i push harder is doesnt seem to want to budge untill i take my foot off the gas and push with the amount of force it would take to floor it to pass someone on the highway.

looking to see if anyone else has had this problem and what your solution was. i tried lubing the accelerator cable from the TB side and it hasnt seemed to make a different.

where the cable meets the TB it is NOT frayed, and from there to the pedal its covered with the hard plastic.
