rubbing problem

Default rubbing problem

okay, im not really sure what to call this, but im sure its a easy fix, its almost like rubbing, but what is happening, is it almost feels like something is on my tire and its hitting the inside of my wheel well, and it hits faster when i accelerate, and not as fast when im going slow, and yes, this may be a shocker for you guys, but i DID make sure there was nothing on my tire or on the bars around it or anything, any input would be very helpful. thanks for reading and thanks in advance.

Does the noise go away if you shift the weight side to side on the car. Say your going 45 and you turn left or right, does that effect it?
