Default A/C question

I bought a 93 sc400 with a dead climate control. I replaced the lighter fuse and vwala. The a/c blows perfect in the morning. In the afternoon it really struggles and takes forever to pull down. I had a friend take it to his shop (honda) he did the retro kit to remove/check vacuum. He recharged and still the same thing. He thinks it could be dryer and or expansion valve. Im assuming the valve is under the dash (eeewww). Any thoughts on this? Or has anyone replaced these components before?

does it happen only when it is a very hot/humid afternoon, or all the time? i know when it gets above 90 degrees and there is a lot of humidity my car takes forever to cool down and struggles to stay cool at stop lights.
