prolly something loose, do you have an oil leak? Do you have a sluggish start when you turn the key? Or you might have a dead brush in your starter!

If it won't turn over at all and there's no sound like it's attempting to energize the starter motor, then perhaps that theory they mentioned about a malfunctioning anti-theft immobilizer is reasonable.

if this is the case im sorry because i would think your only option would be the dealer , and we all know what the dealer is like

As a follow up here I had the car dropped off for 3 weeks with an electrical specialist who drove the car daily until he could replicate the problem again. Turns out to be a blow capacitor JUST like @iridebmx says above. He said to replace the entire ecu bc you don't know where else that capacitor juice blew and dripped through. Is replacing the ecu an easy DIY? Should I have JUST the blow cap replaced or should I replace the entire ecu?

Getting to the ECU is pretty simple, just a little work. RyanV had a build thread, go to post #2. Im not sure if the SC400 ECU location is the same as the SC300's.

I would pull the ECU first to see if there are any blown CAPS. If there isnt any visible damage its kinda hard to determine what is damage unless you know how to test voltage, ohms in the ECUs circuit.

Lelz, since when did they start putting flesh eating acid in capacitors? Pat him on the head, tell him good job scooter, then go get some caps and put the in the ECU.

Final follow up here...I ended up buying an ECU from another CL member and switching it out....and BOOM the problem was fixed.

I gave the car to my father in law and the whole ordeal made him a little nervous about driving around an old car. He sold it 2 months later to a guy who had already owned several SC's and loved them. At least it went to a passionate owner.
