Default starter problem

hey everyone,

i have a starter problem i was hoping anyone could help me with. so here goes.

ok i changed my starter about a year and a half ago. after that i havent really drove the car. i would start it every other week. and sometimes i would have to jump start it altogether. i had the battery changed 2 times now. because after a while i just just stopped starting it up ( i know bad gs owner right). well now i want to get the project running again. so i changed the battery again (via the warranty) but now even with the new battery it doesn't start up with out a jump. and when i charge it with a jump and leave it running for awhile (at least 15mins hooked up to the other car and 30mins running without) , when i shut the car off and try to start it again, it doesn't start. please tell me what i should look into. i need major help. thank you.
