Speedometer sticks?

Question Speedometer sticks?

ok so i replaced the lights behind my cluster since most of them were burnt out and now my speedometer sits at 0 until i get to about 20mph then it shoots up to 20 unless i really hit the gas pedal then it goes right away. its also about 12% off, meaning the speedometer reads 45mph but im going 51 and at 65 im going 73 (found this out after two tickets in one week ) does anyone have any ideas why it sticks and/or how to fix it? im not so bothered by the calibration as i know now to just drive slower but if you know an easy fix id appreciate it.

I don't think the needle is "Sticking" the motor that moves the needle probably might be just going bad...I have the same problem from time to time upon start up in the morning.
