Looks like the dump tube (that directs the outflow toward the ground) is missing, as well as the bolt. Pretty sloppy stuff

Hmmm... I dont' know if I would've bought someone elses NA-t project unless I knew them personally..
If you drive it, stay out of boost, until you figure out what's up with that fuel controller.

nice to see you na-t but.... you got alot of work to do to at least get that engine bay cleaned up and organized you got stuff going every where. also have to figure out whats going on with that fuel management system!
the waste gate is the less of your worries as of right now.
and you should also look into a turbo blanket.

optimally, yes it should be at the 12 o'clock position, but sometimes it just doesnt work out that well. take my turbo for example, the compressor housing hits the #1 runner on the manifold, and the return line hits the turbo flange, only remedy, is to clock the center and compressor housing to clear. Although I do plan on getting a different manifold soon, its 'ok' for a while.
to the OP, seeing as how everyone already answered your questions, my suggestion would be remove both the turbo/manifold and intake(whole thing) and see what your working with top to bottom. Sort all the wires, and start from scratch. Mount your FIC inside the car, clean the wastegate really good(be careful with the diaphragm), check for leaks, replace worm clamps with t-bolts, and every coupler that says "Spectre" replace with some good 3 or 4 ply couplers.

On a positive note... at least you have a turbo kit. Really though, do what turbodremz said. Take the whole kit off, and just do a whole new reinstallation. That way you know what is done, and that it was done correctly.
not really a bad pickup for 5k i guess, if you can get it all running good.
That's just a sloppy NA-T installation, with some shoddy looking work..
If you can get it all cleaned up though 5k would probably be a steal if the car is in descent shape.. you don't see many 2nd gen GS's for under 6k still.

btw, if your rev'ing the crap out of it, your going to shoot flames out of that flange. take it to a shop and get them to make you a screamer pipe (a screamer pipe is the pipe that goes from the flange on the waste gate and goes down and points straight at the ground, sounds like a jet taking off).
