Default Weird noise from engine

Hello, I have a 93 sc400 with 45k miles and today when I turned the car on to move it to the other side for alternate side parking I noticed a weird high pitched whining noise coming from the engine. It got worse as I was turning. Mind you it was pretty cold out tonight and rain but I did let the car warm up for a few minutes before I decided to move it. Anyone know what it could be? Thanks in advance.

have you checked your PS fluid level? combination of low fluid, plus cold weather would cause that, also like good2go said a slipping belt..moisture will cause the belt to slip.

Ive checked the PS fluid it was black going to take it to my mechanic. The sound occurs during warm weather as well now as it seems. I was told I may have to change the rack and pinion but he cannot be sure until he sees the car.
