Fog lights
Don't know much bout your car do you? lol
Well there's a lil search link up top here, that can you get very far on getting info bout your car.
Also depending on the year your SC is, it may not be "Fog Lights" you have there, could be "Cornering Lights," meaning they only turn on when you signal to turn to either right/left...
Go to your car, turn lights on, step out look at your lights, go and signal to left, take a look at your lights again, do you see that left "fog light" on...do the same to the right signal, do you see your right "fog light" on?
If what I mention above happens to you, then you have "Cornering Lights", not "Fog Lights".
Like I mentioned before, use that lil search link, there's threads on how to make those "Cornering Lights" into "Fog Lights"...even tho the actual light wont be a straight output, but can make them to be on while your lights are on.

headlamp(lowbeam)---Highbeam-(L)-Highbeam---headlamp(lowbeam)
---------------------------State Lic Plate-------------------------
Cornering lamp==--------------------------------==Cornering lamp
