Angry SC400 95 Steering Wheel Tilt Control

Was replacing the speedometer cluster and all of a sudden the tilt controls started sounding funny and won't let the steering wheel down so I can replace the cluster. It makes a funny noise (sorta grinding) but will extend out and in but not up and down. Mostly down. Did I trip something when I unpluged the cluster and reinserted a new cluster. Any help would be appreciated. Anyway to reset the tilt motor

RomanClint, This is probably the problem with the tilt steering wheel.

Yes ^^^ Thats grinding sounds is the screw not catching the gear. I believe our cars are notorious for this issue. Although I didnt have a washer so I took a zip tie and made a circle and used that. Works just as good.
