quick question about fogs/sidemarkers '99 SC4

Ok, will a cheap-o multimeter do the trick? I'd have to go buy one, thats why. Also that would only affect that side right? Cause the other side is fully intact and the bulb is good and no dice. What/where is the fuse/relay whatever I should check? Under the hood or in the kick panel?
