Probably something to do with the number of light bulbs used in their assemblies (if they don't include harnesses). Different years had different number of bulbs for tails/turn signals/brakes. Anyway you look at it, they are all interchangeable with each other.
Yea as mentioned earlier, the number of bulbs in the 95-96 or 97-00 tails may set off your 92-94 SC taillight warning indicator and make your blinker faster. That is why some aftermarket tails are specified for certain years.
Also, if you have a 92-96 rear bumper, you might have to enlarge 2 of the mounting holes on each side horizontally in order to fit 97-00 SC tails. You might able to force it in as well without enlarging.
