Headlight adjustment

Anyone's else headlight adjustment thing just turn but doesn't do anything to the lights?? I got a 93 sc300. I keep turning it with a 8mm ratchet and nothing moves.

It has resistance but doesn't change anything

There's two adjustment screws. One adjusts the light pattern left and right, the other up and down. You adjusting the right one?

adjust the longer one and watch it go up, and i did not use a ratchet but a screwdriver

Ya my vertical adjustment works but not the one that adjust left and right for the projectors, it just spins and spins
