If you run your hand along the inside of the fender/wheel well, you'll feel some plastic and metal. The concept of cutting and rolling, is where you cut off the excess material, then use a tool (or bat ) to push everything outwards. This gives 5 - 10 mm of extra clearance inside the wheel well. Pulling is a much more involved process where the fender is pulled (after rolling) outward changing the shape of the fender, basically "flaring" the existing fender to clear the larger/wider wheel/tire.
I'll see if I can find a before and after pic of pulling to show the result.
BTW, you can screw up your fenders if you pull incorrectly, putting creases or dents in the wheel well arch.

I removed the fender trim and then the top parts of the inside fender lip were cut off from about 10 oclock to about 2 oclock, then the remaining parts were rolled and sealed with rhinoliner.
