Default Steering Problem

every time I turn my steering wheel at around 20 mph or under it makes this continuous cracking noise until I stop turning, im not sure what it is but I think it might be my rack and pinion bushing or the boot, does anyone know what may be causing this? Thanks

It might be something simple such as low power steering fluid.
