Default passanger side mirror problem

My mirror on passanger side is very loose and does not want to stay in one position is there a way to fix it ? The part that you fold the mirrors is very loose i noticed that there is tab under mirror that may hold screws. Where I can get part to fix it or I have to buy whole new mirror and I have black car can mirror be re-painted?
