I don't know what Florida state law says but I asked a CHP buddy of mine and what the law in California says is that it is against the law to change emission items. They want air filters to have a certification sticker by the state and you can’t delete the cats but the exhaust is not like intake from what I read. Where they get you on exhaust is if it goes over a certain decibel level, then you can get a ticket. So you might be able to fight it. You should research the vehicle code a bit or call the state police public affairs office and ask them. Just make sure you sound like your asking out of curiosity on mods you want to do and not like your researching a ticket. Even though I’m in law enforcement I hate seeing people abuse their authority.

You know, it's ironic. I've received a call from FHP before asking me to donate money and that they would send me some stupid sticker to put on my car saying I donated. I told them if they would stop harrassing me for modifying my car and find more important things to do like save lives, I may consider it. I hung up afterwards because I was aggrevated, but I doubt he took that well. They give themselves a bad name. Next time I see a crime, I'm calling Batman.

I was talking about the Bubb Rubb whistle tips actually.
I think exhausts should be legal as long as they aren't super loud like harleys or Bubb Rubb.
Those harleys will set off car alarms when they drive down PCH or on main street in Huntington beach, they are really loud... But most modified imports, or modern cars for that matter with aftermarket exhaust systems, aren't super loud, unless they are driving or accelerating at high speeds, or just revving their engine for no reason like a jack/\ss.
