Painting the chrome part on the turn signal area will reduce the brightness of the flash of the turn signal, because the chrome piece helps reflect the light. But delining it wouldn't do anything, as long as you don't remove the plastic turn signal refractor inside the headlight itself.

I used a flat black spray paint made by Duplicolor, I think it was their High Heat or Engine Enamel paint...works well.
Skidsi, people don't want to deline fully because the lines in the headlights help the flow of the car. They add to the character lines found within the hood and body of the car itself. The lines themselves don't do anything for light output. Also delining them completely is very time consuming.

i think you should just paint the chrome cause in the daylight the back plastic will be visible. Also i know you said you dont like the 3/4 blacked out headlights but i think they go with the line of the hood well. Good luck with whichever you pick bro. Oh yeah it looks nicer IMO if you make the highbeams matching black.
