do you guys know if that arm rest on the door panels can be detached form the panel itself?

Yes they can. Just took mine off. There are screws on the bottom.

Does anyone know if you can purchase (dealer) that part seperate form the rest of the door panel?

Not too sure. I only bought the cracked plastic panels, not the armrest. Go to Lexus and find out.
